This scene is early morning in November when, almost every year, Draw Off occurs for three weeks. The gates cease to go down at Richmond Lock & Weir and Richmond becomes fully tidal - as it was up until the mid nineteenth century before the weir was built. When the tide goes out it reveals the riverbed - enabling maintenance work to be done on the bridges and boats. A field day for metal detectors.
